Stakeholder Perceptions of Legal, Institutional, and Technological Conditions for E-Governance Adoption in Selected Jordanian Institutions

Abstract:   This study explores stakeholder perceptions of the institutional, legal, organizational, and technological conditions surrounding e-governance implementation, as well as its perceived institutional outcomes, among surveyed stakeholder categories at selected Jordanian institutions. Guided by Institutional Theory, Socio-Technical Systems Theory, and Digital-Era Governance Theory, the study adopted a descriptive cross-sectional survey design with purposive sampling. Of the 150 questionnaires distributed, 143 valid responses were included in the analysis. The data were analyzed using frequencies, percentages, means, and standard deviations. Respondents reported a high level of perceived institutional barriers, with an average item mean of 4.38. Respondents expressed strong agreement that the organizational and technological factors support e-governance implementation, with an average item mean of 3.78. In contrast, agreement with the legal and regulatory statement was lower (E4; M = 1.55). These findings reflect respondents’ perceptions of the supportive role of these conditions rather than their actual presence or availability within the institutions. Perceived institutional performance outcomes were generally favorable (average item mean = 3.83), with accountability receiving the highest rating (M = 4.38), whereas decision-making improvement received a low rating (M = 2.03). The findings indicate strong perceived barriers, broad agreement with several facilitating conditions, and uneven perceived institutional outcomes, without establishing objective institutional readiness. Because the study is cross-sectional, perception-based, and purposively sampled, the findings do not establish causal relationships and should not be generalized to all Jordanian institutions. The study contributes an integrated descriptive assessment of barriers, enabling-condition perceptions, and perceived institutional outcomes among surveyed stakeholder categories from selected Jordanian institutions.
