Coordination Efficacy and Risk Control in Digital Governance of Public Sector Infrastructure Projects

Abstract: This research investigates the critical role of Digital Governance (DG) in enhancing the performance of public-sector infrastructure projects. The study employs a quantitative research design and collects data through a structured survey of 521 public-sector infrastructure professionals. The data were analyzed using Structural Equation Modeling (SEM). The results provide empirical support for a positive and significant direct effect of DG on Project Performance (PP), Coordination Efficacy (CE), and Risk Control (RC). The efficacy of coordination and RC also positively influences PP. Mediation analysis reveals that both CE and RC act as significant partial mediators. These findings suggest that DG is a primary driver of success, and its impact largely stems from improving the project team’s ability to synchronize stakeholder efforts and proactively mitigate risks through data-driven oversight. In practice, the findings suggest that policymakers and managers should prioritize institutionalizing digital governance to shift from reactive administrative oversight to a proactive, transparent management model. By fostering a digital-first environment, public agencies can improve efficiency, accountability, and performance of large-scale infrastructure projects.
